Main Purpose and Function
As a member of the Social Policy & Projects team, the Social Planner I works under the supervision of a Senior Social Planner and undertakes a variety of social planning initiatives. The initial focus will be the coordination of a range of social infrastructure and childcare grants including small and medium capital, food systems infrastructure, social responsibility, and community services. The Social Planner I also works to support non-profit social services and childcare operators through capacity-building, emergency response and resilience activities aligned with the Spaces to Thrive: Vancouver Social Infrastructure Strategy and Vancouver Childcare Strategy. The position is involved in other departmental projects/initiatives and may be reassigned to focus on other Social Planner I capital project related work within the division in future based on Social Policy and Projects priorities.

Specific Duties and Responsibilities
- Supports coordination of Social Policy’s grants programs totalling over $11M including reviewing, evaluating, prioritizing grant requests, and administering/monitoring grants. Specifically the small and medium capital grant program.
- Reviews and revises grants priorities and procedures as required.
- Creates and implements a reporting structure for measuring the impact of investments in Social Infrastructure and food strategy.
- Conducts a thorough evaluation of key grant programs related to infrastructure investments made by the city.
- Liaises and works with designated communities, citizen groups, community agencies, other levels of government and other funders, identifying issues of concern and assisting in the implementation of solutions to social problems.
- Connects with various departments internally to establish priority projects and support the implementation of the City’s social infrastructure strategy: Spaces to Thrive and Childcare Strategy.
- Supports alignment of grants to other major civic initiatives including the Healthy City Strategy targets/goals, the Equity Framework, City of Reconciliation Framework, Vancouver UNDRIP Strategy, MMIWG2S and Red Women Rising Recommendations, Vancouver Accessibility Strategy, Vancouver Food Strategy, etc.
- Writes and presents reports to City Council that outline policies, programs, issues and recommendations.
- Conducts research, planning, coordination, facilitation and advice between Social Policy and other civic departments in the area of community service needs, social sustainability, Indigenous healing and wellness and childcare, gender and sex worker safety, early care and learning, and other priorities.
- Develops, implements and evaluates policies and programs.
- Other duties as assigned.

Qualifications / Required Skills

Qualifications
Education and Experience:
- University graduation in Social Sciences or other related discipline, preferably at the Master’s level and considerable experience related to the work, or an equivalent combination of education and experience.

Knowledge, Skills and Abilities:
- Thorough knowledge and understanding of social sustainability, social development, quality of life indicators and social cohesion.
- Considerable knowledge of qualitative and quantitative data collection and report writing.
- Considerable knowledge of grants programs (reviewing, evaluating, and prioritizing community grants requests).
- Considerable knowledge engaging with diverse communities and organizations in Vancouver, including communities with intersecting identities of Indigeneity, race and colour, cultural identity, place of origin, ability, age, sex, gender, sexual orientation and socioeconomic status
- Considerable knowledge of addressing social issues in partnership with non-profit organizations, networks, other funders, and private and public stakeholders.
Working knowledge of facility planning, capital maintenance and monitoring.
- Working knowledge of childcare policy frameworks, operations and facility development.
- Ability to work effectively with civic, provincial and federal levels of government.
- Ability to build positive working relationships and community networks.
- Excellent facilitation skills.
- Ability to work both independently and as a team member.
- Ability to adapt to new and emergent priorities and/or corporate practices.
- Strong organizational, analytical skills, as well as excellent verbal and written communications skills are required.
- Ability to meet transportation needs.

Additional Information

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
