Main Purpose and Function
Reporting to the Managing Director of Cultural Services, the Social Planner III provides strategic leadership and coordinates major arts and culture policy and strategic projects for Cultural Services. This includes scoping, process design, equity-oriented consultation and engagement, research, data analysis, report writing, presenting, and budgeting. The position provides direct supervision to a small team of staff and consultants who advance key policy development work.

The Social Planner III connects and aligns the implementation of the City’s culture plan which includes Culture|Shift, Makings Space for Arts and Culture, and the Vancouver Music Strategy with other key strategies including the Reconciliation Framework, Equity Framework, Accessibility Strategy, Vancouver Plan, VanPlay, UNDRIP Task Force recommendations, and other key City directions, policies, and projects.

The range of projects undertaken by the Social Planner III is interdepartmental in nature and requires significant collaboration across City departments, with host Nations, senior levels of government, academic and research institutions, non-profit arts and culture sector, advocacy groups, and other external stakeholders.

Specific Duties and Responsibilities
- Leads policy development and implementation for Cultural Services in collaboration with other departments.
- Manages the development of emerging policy, projects and priorities that advance the City’s arts and culture goals.
- Leads departmental prioritization, progress tracking and budget reconciliation for specific projects, policies and priorities. Manages equity-oriented community engagement for departmental and interdepartmental policy and projects.
- Manages research and data analysis that inform policy and strategic projects.
- Coordinates Council policy motions and requests across Cultural Services, ACCS and other departments.
- Contributes to departmental budgeting process with Managing Director and Assistant Director.
- Writes community and Council-facing reports.
- Presents complex material to staff, leadership, the public, and City Council related to cultural policy and projects.
- Works with external partners on relevant policy and projects.
- Responds to sensitive enquiries with the public and other departments on matters related to arts and culture projects and policies.
- Conducts research of best practices on complex cultural and social issues to guide program and policy development.
- Oversees the coordination and convening of Cultural Services’ events.
- Serves as staff liaison to the Council appointed Committees as necessary.
- Other duties/responsibilities as assigned.

Qualifications / Required Skills

Qualifications
Education and Experience:
- Post-secondary degree at the Master’s level in relevant discipline (Arts & Culture, Social Sciences, Arts Administration, Community Planning).
- Considerable experience, or a combination of education and relevant experience working within the arts and culture sector.
Demonstrated experience advancing complex policy and projects within the public sector and municipal processes

Knowledge, Skills and Abilities:
- Thorough knowledge of policy development and implementation that involves reconciliation, decolonization, equity, redress, and accessibility.
- Considerable knowledge of engagement that involves equity seeking groups
- Ability to envision, plan, and implement projects that advance strategic priorities.
- Strong research and analytical skills with the ability to conceptualize and develop options and recommendations to support values-aligned decision making.
- Project management skills with experience helping teams manage multiple initiatives, meet deadlines, and report on progress and outcomes.
- Strong communication skills with an ability to lead and participate comfortably in complex discussions while remaining open to new and challenging ideas.
- Strong public engagement and facilitation skills with an equity and decolonization lens.
- Excellent verbal and written communication skills including report writing.
- Experience building community relationships, collaborations, and partnerships.
- Ability to engage and manage consultants.
- Ability to develop and manage project budgets.
- A strong sense of self and identity; keen awareness of positionality, power and privilege; ability to apply an intersectional lens, and self-reflect to take accountability for own actions.
- Ability to take initiative, exercise good judgment, and work independently as well as part of a team.
- Ability to meet transportation needs.

Additional Information

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
