Job Description / Duties

Specific Duties/Responsibilities
Lead the implementation of the Chinatown Cultural Heritage Asset Management Plan, in particular as it relates to arts and culture operations and programming, and cultural infrastructure.
Influence policy and program development in preparation for the City’s application for the designation of Chinatown as a UNESCO World Heritage Site.
Strengthen efforts to uplift Chinatown’s intangible heritage (living heritage) so that tangible and intangible cultural heritage are seen as synergetic and equally important.
Collaborate with the Council-appointed Chinatown Legacy Stewardship Group.
Provide leadership and management to a staff team.
Provide oversight on project planning and evaluation. Analyze information and data to assist in the formulation of initiatives, including in depth understanding of community needs and priorities, analysis of demographic and other trends.
Respond to sensitive enquiries and correspondences with the public and other departments on matters related to projects and policies.
Write reports, including Council reports, and present material to various internal and external groups.
Other duties/responsibilities as assigned.

Qualifications / Required Skills

Minimum Position Requirements
Education and Experience:
Several years of current, related, direct and indirect experience in arts & culture, heritage, and community development in Vancouver and Chinatown.
University degree in a related field with extensive and progressive experience at a professional level or an equivalent combination of education, training, and experience.
Relevant lived experience combined with a broad perspective lens on supporting best practices in advancing equity, reconciliation, and decolonization in arts & culture, heritage
Strong relationships and experience working with Vancouver’s Chinese Canadian and Chinese communities, arts and culture and heritage sector, other ethno cultural minority and language communities is needed to do this work.
Strong relationships and experience working with Indigenous communities, including local Host Nations xʷməθkʷəy̓əm (Musqueam), Skwxwú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) and Urban Indigenous peoples.

Knowledge, Skills and Abilities:
Knowledge of arts and culture operations, programming, and cultural infrastructure design and implementation.
Experience with community development and capacity building approaches, in particular those involving the Chinese speaking community in Vancouver and community groups in Chinatown.
Ability to develop and implement a range of engagement processes, particularly with Vancouver’s Chinese Canadian and Chinese communities, arts and culture and heritage sector, other ethno cultural minority and language groups.
Experience in collaborating with significant urban planning, arts & culture, and cultural heritage projects.
Knowledge of the City’s culture and heritage policies, land use by-laws, area planning processes, rezoning and development processes, Official Development Plans and Policies (particularly in the Downtown area and Chinatown) plus a broad knowledge of City services, programs, and processes.
Knowledge of the City's policies and practices related to Equity, Accessibility and Reconciliation and demonstrated experiencing applying these lenses in management practices as well as policy/program development.
Ability to clearly communicate and achieve goals across departments and service units with competing priorities.
Ability to demonstrate initiative and independent judgment in dealing with a variety of people and situations.
Anti-oppressive leadership practices that centre people and their well being.
Ability to advance work in organized, strategic and effective ways that results in deep impact.
Language abilities in Cantonese, with ability to speak and understand Mandarin preferred.
Ability to meet transportation requirements.
