Job Description / Duties

The Manager of Programs develops and oversees DEWC programming effectively planning, coordinating, scheduling, managing, and directing programs such as the Skills Development, Cultural, Chinese Seniors, Indigenous Women’s, and Women’s Street Market. She will ensure programs are low barrier, accessible, and responsive to the needs of women in the downtown eastside; are in line with the DEWC mission and mandate; and in accordance with funding contracts.

Reporting directly to the Director of Programs, the Manager of Programs will work in collaboration with the DEWC Management Team to ensure integrated services to women. She will work from a feminist, anti-oppressive, and trauma informed perspective.

Human Resources:

Oversees the recruitment, hiring, orientation, coaching, scheduling, evaluations, training and professional development of program staff; Ensures that programs are delivered in accordance with the mission and mandate, funding contracts, policies and procedures, job descriptions, program requirements, and in line with DEWC priorities; Maintains up-to-date personnel, and health and safety practices, ensuring that they are in-line with the Collective Agreement, OHS and other relevant policies and legislation; Proactively and collaboratively engage in duties that benefit & centre the needs of members accessing DEWC

Program Development:

Plan the development and delivery of the overall programming including activities that are accordance with the funding contract and goals of the project Collaborating with program participants, develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement Communicate with stakeholders to gain community support for the program and to solicit input to improve programs Develops and coordinates partnerships including with agreement that support the program objectives Liaise with other managers to ensure the effective and efficient program delivery

Administration:

Ensure the programs reporting compliance including monthly reports to the DEWC newsletter, funder reporting requirements, board reports and annual report to the membership; Manages all project funds according to established accounting policies and procedures and approved budget; Oversee the collection and maintenance of records of the program for statistical purposes including development of an evaluation; Maintains and up-dates programming operational documents, manuals, and information sharing systems; Attends fundraisers, funders and other meetings as required by the contract or which support and/or benefits the operations of the Drop-In Centre.

Qualifications / Required Skills

Qualifications required:

-Significant experience within the non-profit sector with at least 3 years experience in a management position.
-Experience supervising staff, preferable within a unionized environment
-Must have a strong working knowledge and analysis of the issues impacting women in the dtes, including violence against women, mental health, homelessness, and addictions
-Candidate must work from strong feminist analysis and within an anti-oppression framework
-Understanding of and practices a trauma informed care response when working with women
-Efficient organizational skills including record keeping, scheduling, and problem-solving abilities
-Demonstrated administrative skills, including report writing, and IT aptitude
-Strong conflict resolution skills and practice
-Demonstrated crisis intervention training and experience
-Excellent communication skills required, including the ability to work in a respectful and cooperative manner with co-workers, and centre members
-Ability to work within a chaotic environment and with a diverse community of women
-A First Aid certificate is required
-Candidate must undergo a criminal record check
-Women with addiction issues need to be at least 2 years clean and sober
-This is a salaried position that requires some work outside of normal business hours to undertake position responsibilities, meet deadlines, and ensure delivery of high-quality programs and services.
