Job Description / Duties

PURPOSE:

The primary scope of the Resident Services Coordinator at Stamps Place is to provide ongoing residential and tenancy supports for individuals and families that reside within the units located at this site. Achievement of tenant support objectives is accomplished through collaborative and coordinated efforts that regularly involve the Site Manager, Operational Staff, and other New Chelsea Society partners throughout the organization. The Coordinator will regularly serve as bridge for tenants in determining the appropriate support resources that may be required. The role is also vital to engaging with the Downtown East Side (DES) community, while creating partnerships, both formal and informal to provide supports for our residents and staff, and to increase awareness of New Chelsea Society and its mandate within the community.


ESSENTIAL DUTIES & RESPONSIBILITIES

Fostering Safe, Secure, Affordable Housing

Tenant Considerations
• Provides assessment of support services needed for Tenants and Applicants in conjunction with Site Staff, Resident Placement & Applicant Services, and Accounting.
• Within established program assessment and screening procedures, fosters tenants’ abilities to live independently.
• Works with tenant and community agencies to support tenants in maintaining their independent housing and tenancy for as long as reasonably possible.
• Synchronizes efforts and provides support to Site Staff when dealing with complex tenancies.
• Manages tenant files on a “case management” basis with appropriate opening and closing of cases, notes, and follow –up, and ensures documentation is uploaded into the Arcori database system.
• Recommends when tenancies should be ended, participates in crisis evictions, and recommends actions to take that are consistent with the Residential Tenancy Act.
• Utilizes prudent and professional judgement in the preparation of reports and maintenance of confidential tenant documents.
• Coordinates with the Site Manager, Site Staff, and Resident Placement & Applicant Services staff to assist in the selection of new residents, and turning units over in a timely manner.
• Reviews the Stamps Place case load at least monthly with the Site Manager and produces reports as necessary or requested.
• Alongside and in conjunction with the Site Staff and other New Chelsea Society resources, seeks to resolve conflicts between tenants and/or staff.
• Has the ability and/or develops ability to take a leading role in the initiation and administration of Residential Tenancy Branch actions and hearings.

Support Programs Development
• Contributes to and/or writes reports on the support programs/tenants for Management, Board of Directors, and Funders as required.
• Communicates with agencies in the Downtown East Side to create collaborative ways to support residents.
• Contributes to the development of budgets and ensures that the support programs at Stamps Place operate within the approved budgetary parameters.
• Monitors all budgeted program expenditures for resident services activities at Stamps Place.
• Participates in the development of new support programs from writing proposals to implementing the program(s).
• Maintains and enhances the administrative infrastructure for tracking success of residents and programs.

Community Engagement
• Represents New Chelsea Society on community committees and task forces related to resident life at Stamps Place when requested to do so.
• Maintains a working relationship with relevant professional, government, and community support agencies and individuals, including neighbors.
• Regularly solicits input from Site Manager, Site Staff, and other relevant stakeholders to measure, develop and implement support programs to meet tenant community needs.
• Participates in, and if requested, assists in organizing tenant related events and programs.
• Seeks to maintain awareness of emerging trends in the DES community, puts forth recommendations and possible steps to address and/or react to these trends within the parameters of the Society’s mandate.
• When opportunities arise and present themselves, communicates the mission and mandate of New Chelsea Society to the DES Community with the goal of engaging with the community, improving the lives of the residents, and raising the profile of New Chelsea Society in the DES.

Collaboration & Taking Initiative
• Participates with New Chelsea Society stakeholders in the development and evolution of a vision and strategic plan for the provision of resident services and support at Stamps Place that is consistent with New Chelsea Society’s overall Strategic Plan.
• Collaboratively identifies, assesses, and informs others of internal and external issues that affect this community.
• Contributes towards the setting of direction and strives to help foster effective teamwork within New Chelsea Society, and other community agencies.
• Acts as a representative on behalf of the Society in working with organizations and other DES support agencies.
• Communicates with internal and external stakeholders to keep them informed of the work of the organization and to identify changes in the community served by the organization.
• As opportunities arise, assists the Society in establishing good working relationships and collaborative arrangements with community groups, support agencies, funders, and other organizations to help achieve the goals of the organization.

Strategic Planning
• References the New Chelsea Society’s Strategic Plan when proposing and developing annual goals and work plans related to the provision of support services for residents.
• Works in collaboration with Site Staff to ensure all support initiatives fall under the scope of the strategic plan.
• Provides feedback and ideas about the current Strategic Plan to management.
• Collaboratively performs duties and special projects as suggested and assigned by Site Manager.
• Assists in the preparation and/or coordination of Worksafe BC and other Health & Safety related documentation and ensures that a framework is developed and reported on a regular basis.
• Participates in the development of New Chelsea’s Society’s policies, procedures and protocols, as related to the provision of resident support services at Stamps Place.

Risk Management
• Identifies, evaluates and reports to management any possible risks to tenants, the organization's people (clients, staff, and volunteers), property, goodwill and image.
• Contributes to and participates in the implementation of relevant measures to control risks, and liaises with the Site Staff to mitigate or deal with any risk(s) to the Society.

This position may require some travel within the Lower Mainland such as between Stamps Place and the Head Office. Additional travel may be necessary at the Coordinator’s discretion in order to connect with community organizations, advocates, case workers, etc. related to resident activities and issues. Dealing with some situations with residents may at times be difficult, stressful, and uncomfortable. There will be periods of attending meetings, and/or sitting and working at a desk within an office environment.

Qualifications / Required Skills


REQUIREMENTS

• University degree in Social Work, Social Services, Mental Health, Community Development or a related field. Demonstrated years of applicable experience in a similar setting and/or specialized training that can be substituted for academic work on the basis of two (2) years for each academic year.
• Adequate knowledge of mental health, addictions, family issues, multicultural issues, and service delivery to the elderly.
• Self-starter with ability to work independently, as well as with teams and occasionally with committees of residents or staff.
• Experience in partnership development with an ability and willingness to cooperatively network with community agencies.
• Experience in a helping role, and possessing a commitment to fulfill the Society’s vision, mission and values, and mandate to provide safe, secure, and affordable “Housing with Heart.”
• Ability to work patiently in an environment that can be challenging and able to handle emergency crisis situations.
• Criminal record check acceptable to New Chelsea Society and outside authorities.
• Excellent communication skills, specifically the ability to effectively communicate verbally and in writing in a professional manner.
• Strong organizational and prioritization skills.
• Strong computer skills, including proficiency with MS Office Suite and the ability to learn and adapt to new software.
• Excellent mediation and conflict resolution skills
• Familiarity with the Residential Tenancy Act of British Columbia.
• Must possess a valid B.C. driver’s license and their own vehicle.

PROFESSIONAL DEVELOPMENT

The position of Resident Services Coordinator requires adequate knowledge of community engagement, mental health, addictions, family issues, multicultural and diversity issues, service to low-income individuals and families, and relevant funding programs. In order to gain and maintain this specific knowledge, ongoing professional development and/or continuing studies would is highly recommended.

New Chelsea Society is committed to supporting this position’s professional development. The Society will provide funding as permitted within the annual budget for courses at recognized educational institutions or professional associations.

Salary: $52,600 - $62,482 + Full Benefits
