Job Description / Duties
The Director, Non-Market Housing Portfolio Planning & Partnerships plays a leadership role in the management of the City’s non-market housing portfolio of over 200 properties, predominantly leased to third parties to deliver +15,000 units of affordable rental housing, and an active pipeline of development projects (Vancouver Affordable Housing Endowment Fund – VAHEF).
The successful candidate requires expertise in asset and portfolio management, housing operations, lease/contract management as well as highly sophisticated relationship management, problem-solving, relationship building, influencing and strategic planning skills. The incumbent is also expected to be flexible and adaptable to a changing and evolving environment and responsibilities.
Working collaboratively and interdependently across departments, the core responsibilities of the role include:
Development of portfolio plans and execution of business transformation initiatives to meet housing targets and portfolio performance objectives
Management of portfolio information, performance measurement, analytics and reporting
Identification and evaluation of funding opportunities and new funding programs
Establishment of effective operating models and partnerships for the deployment of portfolio assets
Development and negotiation of partnership agreements with non-profit and co-op housing delivery partners
Administration, monitoring, operational reviews and enforcement of non-market housing leases to assess lessee compliance and performance
Development of asset management strategies and plans to safeguard and preserve the City’s social housing assets
Administering housing capital grant programs within the portfolio
Supervising staff and support their career development
This position is expected to forge and nurture strong relationships and effectively align interests among a diverse set of the City’s external affordable housing partners. The incumbent works closely with federal and provincial government agencies, non-profit housing operators, for-profit developers, as well as stakeholders specific to each portfolio asset to optimize the efficiency and effectiveness of affordable housing delivery.
Qualifications / Required Skills
The ideal candidate brings:
Degree in business administration, commerce, law, public administration, real estate, asset management or a related field, preferably a Master’s degree, supplemented by additional training, along with 8-10 years of progressive experience in an equivalent position or an equivalent combination of education and experience
Additional training or courses related non-profit housing management, facility asset management, lease management is preferred
Accreditation in any of law, real estate, contract management, and finance professions or equivalent is considered an asset
Considerable knowledge of the non-profit sector, non-market housing development and operations, housing planning and related policy development
Considerable knowledge of leasing and agreement terminology, interpretation, and dispute resolution provisions related to real estate, housing development, funding/financing, asset and property management and housing operations
Ability to lead complex negotiations at a senior level and work collaboratively to deliver successful outcome based solutions
Knowledge of leading partnership practices related to housing delivery
Knowledge of administration, monitoring and oversight of public sector leases and agreements such as operating and partner agreements with the non-profit community
Knowledge of social and affordable housing legislative and policy context and property management principles and practices
Experience working within a public sector or other multi-objective/multi-stakeholder environment
Knowledge of public sector procurement practices
Knowledge of City/Municipal operations, policies, risk mitigation and change management
Experience working in a unionized workplace and knowledge of Collective Agreements
Excellent negotiating and communication skills both oral and written
